Submission of the St Mary Bourne Neighbourhood Plan - May 2017
St Mary Bourne Parish Council on Monday 10 April 2017 approved the St Mary Bourne Neighbourhood Plan for submission to Basingstoke and Deane Borough Council under Regulation 15 of the Neighbourhood Planning (General) Regulations 2012 (As amended).
The Borough Council (The Local Planning Authority or LPA) will carry out a legal compliance check, following which it will arrange the Regulation 16 public consultation.

The
Neighbourhood Plan received a wide range of comments during the April/May 2016 consultation,
as well as technical input from Basingstoke & Deane Planning Department,
the Environment Agency and the AONB, among other bodies. The LTPG has redrafted
the plan with two chief aims: to make clearer and more positive the policies on
affordable housing and smaller units; to clarify the types of “brownfield”
sites to meet national planning policy frameworks.
As these
changes have resulted in a substantially new plan (albeit with the same Aims
and Policies) a second six-week consultation period, started on 4 November 2016.
The Plan will be exhibited
in
the Clubroom, when the Parish Office is open during normal Parish Council Office opening hours of Mon-Fri 3.30pm-5.30pm and on Saturday 8.30 – noon. ,
on the SMB Parish Council website

The Consultation Draft of the St Mary Bourne Parish Neighbourhood Plan is now available
This is your opportunity to comment on the draft before it is submitted by B&DBC to an independent advisor for review.

In 2011 the SMB Parish Council commissioned a group, the Long Term Planning Group, to work towards preparing a Neighbourhood Plan for the Parish.
The preparation of the Plan has been supported by The Community Development Foundation and Locality and funded by the Department of Communities and Local Government.

Process for the Plan
Information has been gathered on infrastructure, the environment, the landscape, housing, various parish facilities, and census data. A housing survey and landscape assessment were carried out in 2013. This has all fed into a number of drafts of the Plan.
A summary of the proposals was presented to the Parish on Friday 28 March in the Village Hall and is now on this blog - see Tab 'Draft Plan' Any comments from that meeting and from this blog, will be assessed by the Long Term Planning Group before preparing the Final Plan, which will be backed up by technical details.
Before the Parish can have a legal document the proposed Plan will have to be assessed by an inspector appointed by Basingstoke and Deane Borough Council. Following that a referendum will be held in the Parish, and provided over 50% of those voting accept the Plan, the Neighbourhood Plan will become a legal planning document.

At the meeting the draw for the voucher for £50 to spend
at the village shop took place.
